TBM council has acknowledged that we have a housing crisis in our community. We just don’t have enough affordable/ rental housing to allow the people who work in our town to live in our town. But how can the town influence the projects that developers wish to build?
A water & sewage allocation policy is one of the few tools a municipality has to influence the range of housing types proposed by developers. The policy positions the supply of clean water and the treatment of wastewater as a finite or limited service from a municipality.
The policy is about more than housing affordability. It is designed to give priority to development projects that provide the greatest benefit to the Town, and housing affordability is one of five categories of benefits.
The other categories range from Land Efficiency and Feasibility (things like proximity to infrastructure) to Community Considerations (things like providing facilities such as parks, transit, etc.).
