Background

The Town initiated a Corporate Structure Review early in 2023, under the stewardship

of CAO Shawn Everitt. The objective was to conduct an analysis of the Town’s current

range of services delivered, and its related staffing levels and organizational structure.

We commend the effort

The BMRA has been supportive of this work.

As we know, the Town has grown significantly over the past 10 years, and the number of Town employees has increased in similar proportion. It is appropriate, and important that the Town conducts a review to ensure that;

• the services provided to ratepayers are focused on significant needs, and any “nice-to-do’s” are identified and their necessity reconsidered

• staff are aligned with the Town’s priorities, and resourcing is set at levels that will ensure efficient operation

• the prerequisite capabilities and experience for senior roles are clearly defined and filled

Timing is a concern

The original timing goal for the report was to be completed in the fall of 2023, which

would have enabled its implementation to align with the 2024 Town budget.

Unfortunately, the Town was unable to meet its original time frame, and in fact the final report, which we assume will detail proposed staffing optimization and structural realignment, has still not been shared. There were funds earmarked in the 2024 budget to support the project’s initiatives when it is finalized.

Our Ask of the Town

We therefore urge the Town to complete the Corporate Structure Review as soon as

possible, so that any recommended changes can be applied to the 2025 budget

process, which will be kicked off in the next few months.

The study was conducted at significant cost to the Town, projected at over $300,000, so it is critical that there are substantial benefits realized from the work.

We will provide an update when the report is presented, and provide our perspective on what its recommendations entail.
